แนะนำ AACE International

AACE (the Association for the Advancement of Cost Engineering) เป็นอีกหนึ่งองค์กรไม่แสวงหาผลกำไร(แต่ก็ต้องมีการเก็บค่าสมาชิกและค่าธรรมเนียมต่างๆ)ที่มีการจัดประชุมทางวิชาการและเผยแพร่เอกสารเกี่ยวกับแนวทางการปฏิบัติเกี่ยวกับการบริหารสัญญาในโครงการก่อสร้าง(AACE International Recommended Practices)โดยเน้นที่เรื่องCost, Schedule, Risk Management รวมทั้งแนวทางการปฏิบัติเมื่อเกิดกรณีการเรียกร้องสิทธิเกี่ยวกับขยายระยะเวลาและเรียกร้องเงินค่าก่อสร้างเพิ่ม(Claim)ในงานก่อสร้าง ออกมามากมายหลายเรื่องที่เป็นที่ยอมรับกันอย่างแพร่หลายในระดับนานาชาติซึ่งวงการก่อสร้างไทยควรที่จะศึกษาเพื่อยกระดับมาตรฐานงานบริหารโครงการก่อสร้างของบ้านเราให้เข้าสู่ระดับมาตรฐานสากล

AACE ก่อตั้งขึ้นในปีค.ศ.1956 โดยcost estimators and cost engineersรวม59คนที่เข้าร่วมประชุมที่จัดขึ้นโดย the American Association of Cost Engineering ที่มหาวิทยาลัยNew Hampshire สำนักงานใหญ่ของ AACE International ตั้งอยู่ในรัฐ West Virginiaประเทศสหรัฐอเมริกา ปัจจุบันมีสมาชิก8,500 คนใน100ประเทศทั่วโลก

นอกจากAACE Internationalจะตีพิมพ์เผยแพร่เอกสารRecommended Practicesดังกล่าวมาข้างต้นแล้ว AACE ยังเปิดฝึกอบรมหลักสูตรสำหรับผู้ปฏิบัติงานระดับต่างๆแบบเรียนทางไกล(on line)เพื่อสอบรับใบประกาศนียบัตรที่เป็นคุณสมบัติที่นายจ้างที่เป็นบริษัทก่อสร้างระดับข้ามชาติมักจะระบุไว้ว่าผู้สมัครงานจะต้องมีใบประกาศนียบัตรเหล่านี้

AACE International แบ่งใบประกาศนียบัตรรับรองผู้สอบผ่านเป็นมืออาชีพออกเป็น 3ระดับ ได้แก่

ระดับTechnician Level Certifications มีการรับรอง 2 สาขาวิชาเฉพาะทาง คือ

• Certified Cost Technician (CCT)
• Certified Scheduling Technician (CST)

ระดับProfessional Level Certificationsมีการรับรอง 4 สาขาวิชาเฉพาะทาง คือ

• Certified Cost Professional (CCP)
• Certified Estimating Professional (CEP)
• Earned Value Professional (EVP)
• Planning & Scheduling Professional (PSP)

ระดับ Expertise Level Certificationsมีการรับรอง 2 สาขาวิชาเฉพาะทาง คือ

• Certified Forensic Claims Consultant (CFCC)
• Decision & Risk Management Professional (DRMP)

การรับรองผู้สอบผ่านเป็นมืออาชีพแต่ละระดับจะมีอายุ 3ปี ในช่วง3ปีที่ถือใบประกาศฯอยู่ หากผู้สอบผ่านได้รับการรับรองวิชาเฉพาะทาง(สาขาใดสาขาหนึ่งหรือหลายสาขา)ต้องการต่ออายุใบประกาศนียบัตรเหล่านั้น ก็จะต้องทำการสะสมคะแนน Continuing Education Units (CEUs) ที่ได้จากการแสวงหาความรู้จากการทำงานอย่างต่อเนื่องรวมให้ได้ครบจำนวน12CEUs โดยเลือกเก็บคะแนนได้จาก 4 Category คือ

• Category A: Performed (การทำงานในสายอาชีพ ซึ่งเลือกเก็บคะแนนประเภทนี้ได้สูงสุด 6 CEUs)
• Category B: Professional Development (การพัฒนายกระดับความรู้ในสายอาชีพกับAACE ซึ่งเลือกเก็บคะแนนประเภทนี้ได้สูงสุด 10 CEUs)
• Category C: Industry Contribution(การทำงานอาสาสมัครในสายอาชีพ ซึ่งเลือกเก็บคะแนนประเภทนี้ได้สูงสุด10 CEUs)
• Category D: Volunteer Service(การทำงานอาสาสมัครร่วมกับAACE ซึ่งเลือกเก็บคะแนนประเภทนี้ได้สูงสุด 10 CEUs)

หากไม่ต้องการต่ออายุโดยวิธีเก็บคะแนนตามที่กล่าวมาข้างต้น(หรือเก็บคะแนนได้ไม่ครบในเวลา3ปี) ก็สามารถจะเลือกเข้าสอบวัดความรู้อีกครั้ง เหมือนกับผู้เข้าสอบใหม่ที่ยังไม่เคยได้รับใบประกาศฯ ซึ่งการต่ออายุทั้งสองวิธีก็จะต้องเสียค่าใช้จ่ายทั้งสิ้นตามจำนวนใบประกาศฯสาขาวิชาต่างๆที่ถืออยู่

   

ตอนต่อไปจะกล่าวถึงProject Management Institute(PMI) ของอเมริกาเช่นกัน ซึ่งเป็นอีกหนึ่งองค์กรไม่แสวงหาผลกำไรที่มีการดำเนินงานในลักษณะคล้ายกับAACE แต่เป็นเรื่องของหลักปฏิบัติในงานด้านการบริหารโครงการที่ไม่ได้เน้นเฉพาะโครงการก่อสร้าง แต่เป็นหลักการที่นำไปใช้ได้กับทุกวงการที่เป็นสาขาอาชีพที่การดำเนินงานจะต้องเกี่ยวข้องกับการบริหารงานโครงการที่มีจุดเริ่มต้นและสิ้นสุดที่แน่นอนที่ไม่ใช่งานลักษณะงานRoutine แบบงานOperation หากสนใจ โปรดติดตาม….
